Crackdown on Loudspeakers
The operation was primarily aimed at scrap metal collectors in relation to a number of complaints the Council received about loudspeakers being used by street collectors with flat-bed or caged vehicles. It is an offence under the Control of Pollution Act to promote trade or business in the street with a loud speaker.
The operation was based from Bermuda Park between Bedworth and Nuneaton and primarily monitored vehicles travelling along the A444. The major success of the day was one particular vehicle that was stopped which was linked with a suspected scrap metal theft in Thames Valley. One of the two occupants of the van also fitted a Thames Valley Police description of a suspect from the theft and both were promptly arrested, and the vehicle was confiscated.
In total there were four arrests and two vehicle confiscations, and one of the other arrests included a man who had skipped bail.
Several goods-collection vehicles were stopped and found to be complying with all regulations, and the authorities used the opportunity to inform and educate the drivers about why the rules are in place.
As well as checking for vehicles fitted with loud speakers the authorities were checking for a Waste Carriers License. As part of the blitz on nuisance collectors, the Council has been writing to vehicle owners who have been reported to them and advising them on the laws and regulations in place.
Councillor Bill Sheppard, Portfolio Holder for Health and Environment, said:
“Not only is the use of loudspeakers to trade in the street illegal, it is also a major disturbance for residents highlighted by the complaints made to us in recent weeks. The Council has acted decisively, with the assistance of our partners, and sent out a message to other street traders that our residents should not have to suffer from such noise disturbances.”
