NUNEATON AND BEDWORTH BOROUGH COUNCIL

SEVERE WEATHER EMERGENCY PROTOCOL

(SWEP)

Background

 
SWEP is a Severe Weather Emergency Protocol to ensure that no one dies on the streets due
to cold weather. Even though the Borough does not have a history of rough sleeping it is
important to work with all agencies and voluntary charities to ensure hard-to-reach clients
are offered a temporary housing solution in bad weather.
 
During 2012 Nuneaton and Bedworth aim to implement a ‘Let’s end rough sleeping by working
together’, project to combine and strengthen the existing work of groups in the area to tackle
the principle of governments target for ‘No Second Night Out’ which will also reinforce the
authority’s SWEP commitment.
 

Implementation

 
SWEP will be implemented when the temperature is forecast to drop to zero degrees
(or below) for three consecutive nights. This should be implemented on the first night of the
Forecast.
 
The Housing Options team during working hours and the Out of Hours team during unsociable
hours will have a responsibility to contact the met office for a weather forecast.
   

Communication

 
Referrals can be made by any organisation or charitable group.
 
Housing Options Team are available from 9am to 5pm as a drop in service at the Town Hall,
Coton Road, Nuneaton, CV11 5AA or by calling 02476 376376.
 
Out of Hours Service are available from 5pm to 9am by calling 02476 382153.
 
Experienced officers who deal with vulnerable clients that are threatened with homelessness
on a daily basis will take calls and give advice.

Accommodation

 
Officers are equipped to arrange transport to either a Bed and Breakfast or a Hotel within the
area if feasible. This will be at the local authority’s cost.
 

Managing Risk

 
Officers will manage risk by implementing the principles as described within the Homeless
Code of Guidance ensuring that the accommodation is ‘suitable for the applicant’.
 

Move On 

 
All clients will be advised to contact a member of the Housing Options Team for further
advice and assistance to try and resolve housing needs.
 

Recording and Monitoring

 
Officers will be responsible for monitoring and recording clients that are helped through SWEP.
