West Midlands Regional Spatial Strategy

The West Midlands Regional Spatial Strategy (RSS) is a spatial planning document covering Warwickshire and the neighbouring authorities across the West Midlands. The document was produced by the Regional Assembly and provides the broad development framework for the region.
 
The documents goal was to identify the scale and distribution of housing development and priorities for the environment, transport infrastructure, economic development and rural areas.
 
In July 2010 the Government stated its intention to abolish RSSs, however, after legal challenge the High Court has ruled that the Regional Spatial Strategy should be re-instated as a part of the Development Plan with immediate effect.
 
Despite this ruling, the Government has stated that its intention remains to abolish RSSs when the ‘Localism Bill’ gains Royal Accent.
 
Current RSS Position
 
The full West Midlands RSS (formerly RPG11) was initially published in June 2004. Following the publication of the Phase One Revision, a revised RSS was issued in January 2008.
 
The Phase Two Revision is currently on hold given the Government's intention to abolish Regional Spatial Strategies. Further information and documents related to the RSS can be viewed and downloaded from the Regional Assembly website.
