Planning Policy
Welcome to the planning policy pages, here you will be able to find information relating to the Local Development Framework (LDF), Supplementary Planning Documents and other issues regarding national and local planning policy.
The Current Development Plan
The planning policy team is responsible for preparing and reviewing the Development Plan at the local level. The Development Plan is the statutory policy framework against which planning applications and other development proposals are assessed.
The Development Plan in Nuneaton and Bedworth is currently comprised of:
- The West Midlands Regional Spatial Strategy 2008, which was prepared by the West Midlands Regional Assembly.
- The Warwickshire Structure Plan 1996-2011, which has been prepared by Warwickshire County Council.
- The Nuneaton and Bedworth Local Plan 2006, which was prepared by the planning policy team. This is the local level Development Plan document that sets out how the land and buildings in the Borough should be used and provides a framework against which planning decisions are made.
Local Development Framework
Legislation under the Planning and Compulsory Purchase Act 2004 changed the system of Development Plans and their preparation. Local Plans will, over time, be replaced by Local Development Frameworks (LDF).
The planning policy team is currently working on the preparation of a Local Development Framework for the Borough. This will replace the 2006 Nuneaton and Bedworth Local Plan upon completion. The LDF is comprised of a folder of documents including the Nuneaton and Bedworth Borough Plan (formerly known as the Core Strategy).
In addition to local level plan preparation the planning policy team prepares Supplementary Planning Documents, monitors development of new housing and employment land and provides the Council’s input into strategic planning matters.

Demonstrating A Five Year Land Supply
Planning Policy Statement 3: Housing sets out the requirement for Local Planning Authorities to assess and demonstrate the extent to which existing plans fulfil the requirement to identify and maintain a rolling five year supply of deliverable land for housing.

Planning Reform
The Government has stated its commitment to the ‘localism agenda’, a radical reform of the planning system giving new powers to local councils, communities, neighbourhoods and individuals.
The planning policy initiatives that underpin the localism agenda are set out in the Government’s document 'The Coalition: Our programme for Government'. These initiatives will have an increasing impact on the planning policy teams work in the future.
